The implementation, care, and feeding of information systems and technologies was resource intensive and, in most cases, offered little evidence of value to organizations. According to a June 1996 Computerworld article, the average job expectancy of the CIO was about 30 months.1CIO's "State of the CIO" research indicates that, by 2004, the average CIO tenure grew to 4.5 years.
