THE BURNING QUESTION
Four months ago, I met with the new CIO of a New York City agency. After exchanging the usual pleasantries, our discussion turned quickly to what seems to be the resounding concern for many people in IT: "What should I do with my legacy systems? I've got pressure from the top to reduce operating costs; my marketing team wants everything on the Web and Android phones; and in the meantime, half of my mainframe maintenance team is within four years of retirement."
