In recent years, the significant increase in the intensity of natural disasters such as tsunamis, earthquakes, and floods has led to a corresponding increase in the number of communication and intelligent systems supporting the coordination, situation awareness, and overall decision making of emergency managers. The diversity of information sources and the sheer volume of information they supply can readily lead to overload and make it difficult for emergency managers to understand the providers' intentions.
