Dennis Hogarth
Dennis Hogarth has more than 40 years of experience in information and communications technology (ICT), organizational governance, project management, information risk management, and ICT audit and compliance. In addition to managing projects and service delivery teams, Mr. Hogarth has served in several international leadership roles, gaining considerable experience working in multicultural settings. He retired as a partner with KPMG, where he worked in both internal and client service roles. Among his major accomplishments includes the formation and management of KPMG’s International Information Risk and Security Group, which was responsible for global information risk assessment, IT security policies, IT application pre-implementation reviews, and planning and conducting global IT security reviews of over 100 KPMG member firms to ensure IT security policy compliance.
During the past 20 years, Mr. Hogarth has worked on designing functions and organizations to support major international ICT initiatives and reforms and has managed associated implementation projects to achieve major organizational change in ICT environments. In particular, he has effectively managed the change processes and communications involving the formation and restructuring of global ICT functions, and has contributed to the recruitment, training, and management of high-performance teams. An essential part of his role at KPMG was to build the trust and confidence of country leaders and their national ICT resources throughout Europe, Africa, Asia-Pacific, and the Americas. Mr. Hogarth traveled frequently to promote global ICT programs to teams in their local environments. This allowed him to gain a better understanding of the cultural backgrounds and the unique issues driving the ICT requirements in each region.
Since retiring from KPMG in 2011, Mr. Hogarth has worked as a subject matter expert on ICT and other consulting engagements. He has gained success in assisting clients in the financial and healthcare industries to evaluate their organizational and data governance structures as well as to assess and manage information and other risk issues. More recently, Mr. Hogarth participated in a five-month assessment of an ICT transformation conducted by UNHCR’s Division of Information Systems and Telecommunications. In addition, he completed a nine-month assignment as project manager to propose and plan for an ICT transformation at UNICEF’s Information Technology Services and Solutions Division, helping to chart its strategic directions, and then working with ICT management to develop initial plans to restructure UNICEF’s ICT headquarters function, relocating half the functions to a lower-cost geographical location. Mr. Hogarth subsequently assisted the ICT director and DED management through the project-approval process.
He holds certifications in information security audit (CISA) and management (CISM) as well as in information privacy (CIPP). Mr. Hogarth is a Canadian Chartered Professional Accountant (CPA) and an elected Fellow of the institute (FCPA) for his contribution to the profession in the use of automated audit techniques. He also holds an honors in business administration (HBA) degree from the Ivey School of Business at Western University in Canada. He can be reached at consulting@cutter.com.
